Montesinos was born in Mexico as the only daughter of well-known movie director, Fernando A. Rivero. In the 1980s, Victoria moved to New York to work with a gallery to study developing high quality lithographic works and Victoria's talent then became recognized in the US. She returned to Mexico in the late 1980's and developed a new style through her oil paintings and serigraphs on textiles. When Montesinos returned to New York, painting flowers became her focus and she described them as an incredible way for nature to show the infinity of existing colors.
