It would indeed be a most useful thing if such a document as you suggest were published, but, assuming such a document to be truthful (and the time has now come to tell the truth). The Department of Education would not allow it to be published. We are at war because we, as a nation, took no measures to preserve peace by adequate preparation; because we did all that lay in our power to discredit and deride those who recommended and such preparation; because we lied to ourselves and to each other; because we cloaked our own extreme sloth and inadequacy under a pretence of extreme virtue.
